organisation's metering systems, to assure themselves that the systems
are being properly maintained and operated so as to be within their
design uncertainty.

Large consumers of gas especially need to ensure their metering
is correct. The biggest single cost for any gas fired power station
is the fuel gas burnt. Often the metering for this belongs to the
supplier or a third party e.g. pipeline operator. It is surprising
how some power station operators just assume that the metering is
being maintained correctly, and "must therefore be correct" without taking any
steps to verify that it actually is.
For an outlay that is truly negligible in relation to the cost of
the gas or oil metered over a year, you can be sure that metering
validations are carried out correctly by asking
HMS to witness the validations or even conduct a full system and
maintenance audit.
