In our experience detailed specifications for metering systems are often prepared without any reference to an experienced metering professional. We have also sometimes found it to be true that "if you don't spec it, you don't get it". In other words, highly desirable features are often omitted from metering systems because it builds in small additional costs, and system vendors are afraid that this will make them uncompetitive. This is especially true
for features of the design that allow for future ease of validation.
Sadly, this has sometimes also extended to features of the system
that would normally be considered "standard".
The solution is to ask HMS to carry out a review of the specification
before it goes out to tender, or an order is placed.
We would just like to add this footnote: We are not implying that
system vendors don't know their business, or deliberately set out to
provide sub-standard systems. But we have seen very many examples of systems
that are not as good as they should be. It's a case of "buyer
beware", and of being aware of the complexity and functionality
required of a good metering system.
